8d414cadac Add initial partial CONTRIBUTING.md 
- Adopt a CONTRIBUTING.md format similar to that used by atom/atom.
- Add label section as replacement to wiki
- Add style guide section
- Setup basic document structure

TODO:
- Migrate some existing wiki information here where applicable.
- Migrate some existing help information here.
- Finish up remaining sections.
