- Format all files with black
- Update tox.ini flake8 arguments to be compatible
- Add black to requirements-extra.txt
- Reduce ignored flake8 rules and fix a few violations

Add shelve-based picture cache implementation
...
Hopefully, this will fix #394 for real this time, that is, without the
need for a messy python executable ship in the app.
