Minor Updates

- Cleanup extension modules in setup.py to use correct namespaces
- Update build.py to leverage setup.py for modules
- Roll mutagen required version back to 1.44.0 to support more distros
- Change build.py and sphinxgen.py to use pathlib
- Remove hsaudiotag from package list for debian and arch
